Municipal Online Payments, a third party payment service.
You can access the secure website by clicking link above. You have the option to Quick pay, or you can Sign In/Register for an account. You will need your HRCSD 10-digit account number as well as your last payment amount to register. Convenience Fees apply for this service.
Payments can be made by phone with a debit or credit card, 24 hours a day, 365 days a year, by calling (866) 279-2004. You will need your HRCSD 10-digit account number. Convenience Fees apply for this service.

There are some basic requirements to use Text Message Payments. You can enroll from IVR, and you have to store your credit card credentials. Upon enrollment, the user will receive a verification text to verify they enrolled.
Once a new bill is posted, the user will receive a text message with the corresponding details. The user would respond "Pay," and the payment would process with a confirmation number. Convenience Fees apply for this service.

By enrolling in Auto Pay, you understand that your checking or savings account will automatically be drafted on the 15th of the month for the full account balance shown on your bill.

Filling out this form does not automatically enroll you in Auto Pay. Once the District receives this form, we will email you the required form which will be e-signed.

- Monday through Thursday: 7:30 a.m. to 4:00 p.m.
Lunch Closure: The office is closed daily from 12:30 p.m. to 1:30 p.m.
The after hours drop box is located in the parking lot of the HRCSD Office. (yellow tube). Acceptable forms of payment include checks and money orders only. Please do not leave cash in the drop box.
In order to avoid late fees, please allow plenty of time for your payment to reach us. Payments received after 4pm on the 25th will be credited the next business day. If the payment is received after 4pm on the due date it will be subject to late fees. Should the 25th fall on a weekend or Holiday, all payments received will be credited the next business day. We are not responsible for delays caused by bill-pay services or the USPS.
